There is a jQuery plugin for create a news ticker along the lines of that used on the BBC news site
Page in jquery - Home page
See the news ticker in action.

Adding into Smartsection latest news is really easy (of course, that why I got it ;)

1.- Load the plugin

This can be done on header theme or in the block

2.- Change the block code for:

<script type="text/javascript"><!--
$(
document).ready(function() {
  var
options = {

newsList"#news",

startDelay10,

placeHolder1" "

}
  $().
newsTicker(options);
});
// --></script>
<ul id="news">
<{foreach
item=newitems from=$block.newitems}>
<
li><{$newitems.link}> (<{$newitems.new}>)</li>
<{/foreach}>
</
ul>

That´s all.

Very nice indeed! Much better than a Scrolling Marquee technique

There are marquees for Jquery, but I do not like marquees: the eyes are attacked and the visitors (I suppose) look out.
Fading or this solutions are better for me.
This script looks fine on Smartsection; sorry, but I have not a demo (testings were in a local server)
